Legends Drive Special Tax District

On September 17, 2024, Horry County City Council approved the 3rd reading of Ordinance 85-2024 to create the special tax district knowns as the “Legends Drive Special Tax District”.

Legends Drive is a private road off of Highway 501 that leads to the Legends Golf courses as well as the residential communities surrounding the golf courses.  The connection of Legends Drive to Highway 501 is near the Highway 31 interchange, across Highway 501 from Tanger Outlets and near the Grumpy Monk and where the new BJs is being developed.

Legends Drive has been desperately in need of repairs for years.  The current owner of the road, Legends Drive Holding LLC) has no meaningful assets to repair the road.  As a result, homeowners took matters into their own hands in an effort to come up with a solution to provide the necessary repairs to Legends Drive.

The result is Ordinance 85-2024, which creates a special tax district known as the “Legends Drive Special Tax District”.  As per the Ordinance, the District is created for the specific purpose of funding repairs and the upgrading of a portion of the road in Horry County known as Legends Drive, as specifically identified in the Petition, so that it meets the current standards of the County. It is anticipated that the County will accept that portion of Legends Drive into the Horry County Road Maintenance System in accordance with 2 Article III of Chapter 16 of the Horry County Code of Ordinances prior to the commencement of the repairs and upgrades to the relevant portion of Legends Drive.

Residents in the Legends Drive corridor off of Highway 501 would be taxed to pay for the repairs.  Costs are approximated at 2.4 million, plus interest and administration and is financed over 15 years.  The maximum level of millage to be levied on taxable property within the District shall be 16 mills. The initial millage rate shall be 13 mills.

Generally speaking, this would amount to slightly less than $200 per year per homeowner for the next approximate 15 years.

Construction of the repair project is expected to begin in the latter part of 2024 and to be completed in 2025.
